Articles of the International Federation of Orgonomy Colleges (I.F.O.C)Approved

TITLE 1.
NAME, ADRESS, THE SCOPE OF THE LAW, OBJECTIVES AND ACTIVITIES. ARTICLE 1.
NAME The
complete name of this organization will be called
“International Federation of Orgonomy Colleges) (I.F.O.C.)”, which
takes the acronism I.F.O.C. as its
representative main name, which will be used as its equivalent complete name. ARTICLE 2.
LEGAL FEATURES The
I.F.O.C. inseted within the framework of the law in the Spanish Constitution,
the Law of Associations of december 24th
of 1964 and its complementary legislation ( Decree of May 20th,
1965; Order of september 26th , 1977; and Law of Administrative Procedure of July 17th,
1968) as private and juridical entity of public and social interest, with no
profit motive in mind, that will group Schools, Societies and scientific and
professional associations of the health, the education and other scientific
areas specialized in the science of the Orgonomy created by Wilhem Reich that
are constituted in turn in accordance with the aforementioned law concerning the
Spanish Country and any possible equivalent in case of the Associations of other
countries. ARTICLE 3.
THE SCOPE OF THE LAW The
scope of the performance of the I.F.O.C. is related to an international scale. ARTICLE 4.
DURATION The duration of the I.F.O.C. is indefinite
ARTICLE 5.
SOCIAL ADRESS The
I.F.O.C. adress is registered in Valencia, in the State Secretary of the Spanish
School of Reich´s psychotherapy, República de Guinea Ecuatorial Steet,nº 4- 1º
C, 46022- VALENCIA- SPAIN. ARTICLE 6.
CONCEPT OF ORGONOMY According
to these current articles of association, the concept of orgonomy will be
completely understood as the science created by the Doctor Wilhem reich, which
takes the study of the vitl energy laws, which was named as Orgon and it also
understands the applications of the abovementioned energy to medical, ecological
and psicotherapist fields and those of prevention of the illness, as well as to
the whole scientific issues, in general. This young science possesses an
experimental base demonstrated enough to enable us start from
the idea of new scientific
paradigm in the process of
expansion and continued investigation. ARTICLE 7.
OBJECTIVES The
I.F.O.C. focusses mainly the achivement
of the following targets: a.
To propiciate the scientific
and professional development of the Orgonomy in its levels of basic
and specializing formation, investigation in the international scope and
with reference to the cooperation and exchange frames among the countries of the
European Community and other international entities. b.
To encourage the provision
of special services nd orgonomic investigations in the Nationl Health Services
or Sanitary Public Institutions and to collaborate with other scientific
organisms working in the idea of
the social implantation and in the field of prevention, not only with the adult,
but also with the intrauterine organism, with the newborn baby, with the boy and
with the girl. c.
To coordinate the criteria that on accreditation of the Reich´s
psychotherapy , Orgontherapist and Orgonomist at specializing level may develop
the different Colleges and Member Organizations and to ellaborate the minimum
qualified standards regarding the formation for these professionals and for the
professional acreditation in the different countries, baring in mind the
different theoretical and technical focusses of the orgonomy due to the
historical development of each college. d.
To promote the investigation in orgonomy nd to encourage a better
knowledge of the benefits and characteristics ofthe services of this science
applied to the beforementioned described fields, as well as to make easier a
better knowledge for the citizens. e.
To facilitate in the framework of the process of international
interaction the communication and exchange of experiences, investigations,
programs of information and formation or other professionals of the Orgonomy
with his different peculiarities, as well as between the different societies and
scshools that group and represent them. f.
To create an infrastructure that
allows the development of cultural ctivities by means of days, national nd
international meetings, publication of bulletins, magazines or editions that let
the exchange between the abovementioned professionals and associations and the
publication with a scientific and structured base of this science based on the
Orgonomic Function of Wilhem Reich
for the public opinion, through the scientific publications in general for its
progressive social, cultural and scientific integration. ARTICLE 8.
ACTIVITIES The
I.F.O.C. will develop the following activities among others, in order to achieve
the aforementioned targets: a.
It will represent the Schools and Professional Orgnizations of th
Orgonomy and will promote its participation in the International and European
organisms that may be nedded or convenient for the defense of its interests. b.
It will defend and support in general the interests of the Associations
or national and public Colleges of Reichian Psychotherapists, Orgontherapists
and Orgonomists in the organisms and international entities. c.
It will devise criteria for the programs of formation for the
professionals of the Orgonomy not only in the state areas but also on
the international scale, distinguishing tyhe formation of the Reichian
Psychotherapist from the Orgontherapists specialized in
vegetotherapy-character analysis; and distinguishing from the
Orgontherapist or Orgonomist who is specialized in the practical stge of the
biophisic investigation; and distinguishing from the orgontherapist or
orgonomist specialized in the practical stage of the infantile prophylaxis, and
distinguishing from the Orgonomist or Orgontherapist specialized in acting
within social issues. d.
It will propose to the members of the orgnizations the mechanismns for
accreditation of institutions and centers that give formation with the different
and particular approaches of the Orgonomy. e.
It will wt up professional´s
register of the Orgonomy who are recognized in the different specialities and
approaches. f.
It will promote the elaboration of the legal-current laws concerning the
professional duty of the Orgonomy which have to develop itself in the different
countries as a result from the community orders and will accept the professional
defense of its associate members. g.
He will promote the achievement both at national and intenational level
of congresses, days, symposiums, seminars or any other activity related to the
clinical practice, theoretical developments, formation, investigation and
evaluation of the psychotherapy, the medicine, biophysic investigation,
prevention in childhood and social orgonomy within the
Reichian Paradigm. h.
It will create the necessary information and documentation procedures in
order to get the best development
of its activities; likewise, it will be able to edit all kinds of publications
that help to the
achievement of the abovementioned objectives. i.
It will create through its own structure all the needed tools and devices
for the chievement of the reviewed activities in the aforementioned targets. TITLE II.
CONCERNING THE MEMBERS. ARTICLE 9.TYPES
AND CONDITION OF THE MEMBERS. a.
There will be three kinds of members: honorary members, regular members
and fundational members. b.
The Associations and Colleges with no profit motive in mind and in a
country level that group only Orgonomy Professionl will be regular members with
all rights or they can have a category booked to Orgonomists that are recognized
as such by the same ones. The criteria of recognition will have to fit
to the minimal criteria stated in the Article 10 of these articles and
they must be incorporated into the articles of the corresponding group or school. c.
Those organizations that promoted and created the abovementioned
organization in the fundational scope of the I.F.O.C. will be fundational
members, In this sense the fundational members are the following: -
The A.I.P.F. “ Scuola Europea di Orgonomía” ( European Orgonomy
School)from Italy. -
The “Ecole Francais Dórgonomie-Institut Federico Navarro”(I.F.E.N.),
FROM Frnce; -
The “Ola Raknes Institute (E.O.L.A.)” from Brasil and -
The “Escuela Española de Terapia Reichiana” (Spanish School of
Reichian Therapy) (E.S.T.E.R.) from Spain. d.
They will be members of honor those people who are designated for having
carried out a significnt contribution to the field of Orgonomy. The teacher
Federico Navarro, Neuropsiquiatric is Honorary President because of his
impulsive work and contributions to the Orgonomy e.
The members are forced to respect the articles of the I.F.O.C and the
agreements adopted by the General Assembly and the
board of directors. ARTICLE
10. CRITERIA FOR THE BELONGING TO THE I.F.O.C. The
accreditation of the Reichian Psychotherapist, Orgonomist or Orgontherapist is
the full reocgnition of his aptitude to practise professionally as such, both in
public and private institutions, as the liberal performance of the profession. The
accreditation of a professionals´program of formation for the Orgonomy implies
to recognize that such program assembles all the necessary characterisstics so
that the candidates who will turn into Orgonomist, Reichian Psychotherpists and
Orgontherapists acquire a complete formation that allows his professional
accreditation to be practised. A program of formation can be only developed by
an institution, society, affiliation or school
with recognized juridical personality that has the formation as one of its
targets, defines a few rules that regulate the concrete process of the formation,
and values the abovementioned process
and the acquisition of any
competence for the candidates and keeps a register of the members who have been
formed and have formation. It will be mentioned the maximum level of formation
reached, the professional qualification and the specialization in the field of
the Orgonomy that it implies with itself. IN
RELATION TO THE TYPES OF ACCREDITATION. The
complexity and specialization of the activities of the orgonomist demands him to
distinguish between a general level of specialization as professional orgonomist
and diverse sub-specializations typical of the people with whom he is
working. The I.F.O.C. thinks that it is initially
necessary necessry to regulate at last the following classes of
professional accreditation and programs of formation: Reichian Psychotherapist
of individual and adults; Reichian for
adolescents boys and girls; Orgonomist or Orgontherapist specialized in
biophysics and/or physics investigation; Orgonomist or Orgontherapist
specialized in orgonomic medicine and orgonomic biology; Orgonomist and
Orgontherapist specialized in social action; Orgonomist and Orgontherapist
specialized in infantile prophylaxis and prenatal orgontherapy; Orgontherapist
specialized in Individual
Vegetotherapy-character Analysis; Orgontherapist specialized in
Vegetotherapy-character Analysis in
group. MINIMAL
CRITERIA COMMON TO ALL THE ACCREDITATIONS: 1.
To have a qualification
degree of University status to gain access to the formation as orgonomist. The
Degree( licentiate) in psychology and the degree in medicine and surgery are
considered to be adequate for the access to the formation, as well as other
licenciates of average and top grade. Exceptionally,
in the cases that this demand was not fulfilled, the School or any member
Association that it belongs to, takes on the hypothetical social, legal or
juridical responsibility, in such cases. In the specialization there will have
to be given lessons that compensate the university lacks in the plannings of
formation, as well as a plan of multidisciplinar formation that lets develop
appropriately the vision of the Reichian Paradigm and the orgonomic
functionalism. 2.
Every member who blongs to the Schools or Societies endorsed and recognized by
the I.F.O.C. will have to have gone through his own process of individual
vegetotherapy-character analysis with an Orgontherapist that is qualified by the
abovementioned Schools or entities. Likewise, he is also advised to have passed
his own process of vegetotherapy-character analysis in group with a
specialist who must be supported by
the members schools or entities. It is also compulsory for this member to have
studied by means of courses and seminars a minimum of 600 hours corresponding to
the disciplines that are inserted within the multidisciplinary Reichian Paradigm,
such as psychotherapy, sociology, education, physics, laboratory skills,
sexology and primary attention. It is also needed
a minimum of 100 sessions of supervision in the acquired speciality. It
will also be contemplated the need of maintaining the individual supervision and
permanent group and tools to facilitate the maintenance of the upkeeping of the
professional, as well as the participation in specialized courses and seminars
of practical situations in patients. The attitude and the professional behaviour
will be based on the deontologic code focussed on the respect to the person, on
the honest and correct exercise of the profession and speciality. The
deontologic code will be shown by the Board of directors and will have to be
approved by the General Directorate. ARTICLE
11. ABOUT THE ACQUISITION OF THE CONDITION OF ACCREDITATION. The
condition fo accreditation is acquired through the request of adherence to an
society, affiliation or school as member of the I.F.O.C. and after the positive
decision of the Directorate and its ratification by the 2/3 of the general
Directorate. The Acquisition of the condition and accreditation in terms of the
I.F.O.C. will suppose that this, the I.F.O.C.,
recognises for the society or any accredited member association that its
individual accredited members gather respectively the compulsory requisites in
this title and thus can join in the
orgonomists´ register that may be established, being supported and admitted
afterwards by the Federation. It will be created a professionals´register of
the orgonomy where the whole information of identification ( identity card, name
and two surnames, the whole professional adress) will appear, as well as the
university diploma that enables to enter, the affiliation or member affiliations
of the I.F.O.C. that it belongs to, and the obtained accreditations as
psychotherapist and the professional quialifications that it implies as
professional of the Orgonomy. Different types of orgonomists will be able to be
differ in this register depending on their specialities. ARTICLE
12. LOSS OF THE MEMBER CONDITION The
member condition can be lost in the following: a.
By own request through an application form to the board of directors. b.
By not paying three continued payments of the stablished quotas c.
By dissolution of the member entity. d.
By the loss of some of the compulsory conditions for the admission e.
By expulsion, if the board of directors apply for it
reasonably in case of not fulfilling
the Deontologic code, Articles of the association and/or the internal regulation
of the affiliation itself and /or of the I.F.O.C. and that will be facilitated
by the General Assembly. In any case, the General Assembly will ratify its
agreement and the loss of the member condition and it will imply the delivery of
the whole documentation of belonging to the I.F.O.C. TITLE III.
GOVERNMENT AND ADMINISTRATION OF THE AFFILIATION. The
Federation will be ruled by a General Directorate and will have a board of directors as a proper organ, for the fulfillment of
its targets. ARTICLE 14 The
members of the board of directors and the Honorary members constitute the
General Directorate, as well as the delegates or representatives of every
affiliation. -
Up to 10 members: 1 delegate. -
From 10 to 15 members: 2 delegates. -
From 15 to 25 members: 3 delegates. Every
member of the General Directorate has got a vote, including the honorary members. There
will be an ordinary Directorate of the assembly every year, being able to be
named work comissions dependent on the responsibles of Area of the board of
Directors or the same board of directors for the achievement of concrete or
specialized tasks. In
these commissions members of the Federated Societies who must not be delegates
can be nominated. However, all the members who wish can attend the Ordinary
Meetings or assembly meeting of the Federation, but only the members who have
been mentioned have got vote. The elections for positions of the board of
Directors will be communicated three months in advance, being able to vote by
mail. It also can be delegated a vote each assistant in the meetings of the
General Directorate and the Board of Directors being able to vote by mail any
decision in topics of the abovementioned meetings on doing the agenda 3 months
in advance. ARTICLE 15
The
General Directorate has as
attributions: a.
Approval of the previous minutes b.
Study and approval, if it proceeds, of the statement of accounts and
funds of the Association, refering to the previous year. c.
The election of the Board of Director, commitee of Directors, through
secret voting and for simple majority, for a period of four years. d.
The admission or expulsion of members at the proposal of th Board of
Directors e.
Pproval of the cultural, social and ublication activities, as well as
investigation for the following year f.
The modification of the Articles of the association by 2/3 of the
majority who is proposed by the Board of Directors or by written request of the
2/3 of the members. ARTICLE 16 The
General Extraordinary Boards will be celebrated when the President or the Board
of Direcytors estimate appropiately or when
a number of Associates not under the 2/3 of the members of the inscribed
Genertal Board applies for it. In this case they will point out in the writing
the matters to be treated, which will be indicated in the corresponding
subpoenas, and without being able to be liberated on others not recorded. ARTICLE 17 The
agreements of the General Meeting will be decided by the absolute majority of
the assistants. It is understood that only those members who have paid the whole
social quotas in the meeting date will have the right to take part in it, in
order to be constituted validly they will have to assist, in the first call or
notification, at least the third part of the associates. In the second call the
agreements will be valid, no matter the number of assistants. The call will be
carried out in writing and in fifteen days in advance of the date at least. ARTICLE 18 Exceptionally
the Board of Directors will be able to agree by absolute majority the
achievement of a voting by mail for the approval or not of an urgent proposal
for these extraordinary circumstances. The questions or proposals, clearly
explained, will be delivered in certified mail to the members with an advnce of
two weeks before the closing date of reception of the votes. The taken
agreements will be vlid, and they will have to be communicated to the members
and be presented in the next
General Assembly. ARTICLE 19 The
organs of the Board of Directors or Managing Committee are formed by: the
President, Vice-president, Secretary and the members. One of them represents the
clinical area, other represents th educational and prophylactic area, other the
area of medicine nd biology and other the area of physics and other the social
area. They will be chosen by the ordinary Meeting or General Assembly and their
charges have a duration of 4 years, being able to be all of them re-elected,
with the exception of the President and the Vice-president that
will be to be re-elected by not consecutive orders. The Board of
Directors represents, being headed by the Presidente, the scientific, cultural
and professional content of the member affiliations and the scientific spirit of
the orgonomic functionalism. They will also look after the respect to the
internal regulation and articles of every assocition as well as for the
fulfillment of the Deontologic code and they will propose to the General Meeting
the situations of exclusion of individual members that belong to member
societies and thy will even propose the exclusion of an affiliation member,
ratifying all this in an extraordinary or ordinary meeting by the General
Assembly. ARTICLE 20 The
first Board of Directers that is designated will be chosen among its members in
the General ssembly and it will hold its target for a period of four years. The
following ones will be chosen or designated every four years. In any case, the
components of the same one can be re-elected indefinitely, with the exception of
the President and Vice-president who will be able to be re-elected but not for
consecutive orders. ARTICLE 21 It
corresponds to the Board of Directors -
To impel the development of the Association and totry the fulfillment of
its targets. -
To execute the agreements tken by the General Direcorate -
To fulfill nd to make the statutory prescripts
be fulfilled. -
To cover the falls of any of its associates until his definitive name by
the General Directorte -
To summon the meeting of the General Directorate and judge and solve the
regulatory proposals of the associates. ARTICLE 22 The
functions and powers of the President are: a.
To represent the Federation and to grant on his/her behalf all kinds of
documents, public and private contracts. b.
To summon and to preside the meetings of the Managing Committee and the
meetings of the General Directorate to fix the agenda and to direct the debates. c.
To authorize, with his/her supervision, the minutes of the meetings, the
names of the charges and employees and the liquidations, balances, books of minutes, treasury and
orders of payment. d.
To suspend, if needed, the employees and clerks of the Federation,
informing the Board of Directors. e.
To coordinate and to approve the cultural, social and informative
activities, as well as the recognition of the method, as having the adequate
formation of the candidates of the
different affiliations recognized by the I.F.O.C. ARTICLE 23 The
Vice-prsident´s position or charge will be carried out through the voting of
the absolute majority of the General Directorate and he/she will exercise all
the attributions of the President in his/her absence or illness or any other
attributions that he/she says. ARTICLE
24. The
funcions of the secretary are: a-
To rule the mail of the Federation and especially a register of the
associates and of the members of the recognized affiliations, with all the
precedents that the Federation may consider as convenient to know, informing the
Treasurer of the new people and falls that take place. b-
To sign the minutes of the celebrated sessions and spread their
certifications with the supervision of the President. c-
To rule the Book of Minutes, entrusting their ratification, by means of
signature, of the agreement of the assistant to every General Assembly, about
the content of the same ones. d-
To sign , together with the President, calls and notices etc, and to
write all the documents that the Federation may agree. e-
To coordinate with other Secretaries related to this Association, on an
international scle, any aspects or activities of interest for this one. f-
In case that this role could no be carried out correctly, the President
will summon a board of directors in order to be substituted temporarily
by a responsible that may carry out this function. ARTICLE 25 The
Treasurer will rule the administration of the Association that is materialized
in practising the pertinent notes in the Cash-book and those books of Accounting
that are necessary, in which the expenses and incomes will appear clearly, as
well as social credit at all times. He will make the quantities effective in
ordinary and xtraordinary incomes and will pay the xpenses with the supervision
of the President. When finishing the year, he will write the balance and the
statement of accounts that will be submitted to the Board of Directors, and this
will do ,in turn, to the General
Directorate. It will take the legal control of the accounting. ARTICLE 26 The
people responsible of each one of the areas: clinic, prophylaxis, medicine and
biology, social and phyusics, will carry out the coordination and the promotion
of the associate members of the abovementioned area of activity, using for its
function those tools that they consider to be necessary: calls of meetings in
every area, publications of writings, dayus, etc., informing about these
activities to the General Assembly which will ratify the spoken projects spoken
in advance in every area. ARTICLE 27 The
Federation will be able to be dissolved by the Extraordinary General board
summoned due to this effect, who will have to be taken by a majority, at least,
of 4/5 parts of the associates. ARTICLE 28 In
case of dissolution of the Federation, the Managing Commitee will proceed to the
liquidation of the debts and, in case of remainder ( remmant), this one will be
given to the International Fund of the UNESCO in Health matters. TITLE V
ECONOMIC REGIME OF THE I.F.O.C. ARTICLE 29 Fundational
patrimony, economic resourcs and lmits of the annual budgeta. a-
The federation is constituted without fundational patrimony, due to its
scientific scope or character and not lucrative nature of its purposes. b-
The I.F.O.C. depends on the values of its associates for its expenses, as
well as of possible donations, subsidies and legacies, the yields of its
activities, the yield of the producto of the sale of its publications and
editions and any other source of incomes according to the targets of the I.F.O.C. c-
The members and holders of the I.F.O.C. will hve to pay an annual quota
that wil be approvbe d periodically by the General Board in every meeting. The
quantity of 500 ecus every association, having one delegate, is fixed as initial
annual quota and a delegate, plus every 150 delegates from the second one, whose
use will be destined to travelling expenses and diets of the meeting of the
Board of Directors and organization of the annual meeting of the General Board,
as well as to promote and to facilitate tools of investigation and of publicatio,
being able to generate extraordinary quotas from the approval of specific
targets by the General Directorate d-
Limits are not established for the annual budget. ARTICLE 30 The
Economic Administration will correspond to the Treasurer and it will work by
means of the previous approval of the budgets of the activities that are to be
carried out and that have been arranged by the Board of Directors and ratified
by the General Assembly. ARTICLE 31 The
ordinary members with all rights as well as the Honorary President that sign the
Document and Constitution of the I.F.O.C. will constitute immediately the valid
General Assembly to develop completely these Articles of association. This
Assembly will name by means of direct election the first Board of Directos,
valid to intents and purposes of the statutory and especially it will promote
and solve the admission of ordinary members with all rights during
a period of four calendar years from the date of constitution. While the
promoter and fundational members of
the Association do not summon the General Directorate adequately in order to
designate the Board or Managing Committee, the association will be ruled
temporarily by the following members: -
